Heat gently until butter has melted and sugar has dissolved. Remove from heat and cool 10 minutes. Into a bowl, sift flour and apple pie spice. Pour into melted mixture and eggs; beat well until smooth. Pour batter into prepared pan. Bake 40 to 50 minutes, until well risen and a skewer inserted into center comes out clean. Cool cake in pan 2 to 3 minutes, then turn out cake and transfer to a wire rack to cool completely.
To make frosting, into a bowl, sift powdered sugar. Stir enough water to make a smooth frosting Carefully spoon frosting over cake so cake is evenly covered.
